I have had some experience in this topic, both on your side, and in the role of the victim.
Unfortunately, the internet is a hard "creature" to govern.
Even federal forces are only able to do so much as far as moderating such issues.
There are some ways to find the IP Address of this user, but even with that information, the police can only do so much.

This negative user has the ability to delete all history and content of their device, so that the police have no way to prove they are preforming any wrongdoings.
Simply claiming a virus on their computer can turn off the authorities unfortunately.
If you live in another state or country than this person, that just brings on more issues and more time for the issue to be resolved.
Although they are about 24, relationships via avatar on the internet would be difficult to prove and to prevent.
The authorities most likely will do little to nothing if the person is not committing a sexual crime. (sexting, child-pornography, ect.)
